Humanitarian Relief Foundation IYD is looking into contracting food suppliers (wholesalers – retailers).
The project will be implemented during 2026 through six separate distribution rounds in the markets of the following areas:
- Idlib Governorate within the following locations:
- Ma’arrat Hurmeh – Kafr Sajnah
- Hama Governorate within the following locations:
- Al – Latamneh – Kafr Zita.
- Approved beneficiaries will be able to use their electronic cards, which will be distributed prior to the start of the redemption activity, to purchase the following food items:
- Food and canned food.
- Fruits and vegetables.
- Cheese and dairy products.
- All types of meat.
- All types of chicken meat
Requirements for the Interested Food Suppliers:
Interested food suppliers who wish to participate must adhere to the following conditions and standards throughout the project’s duration:
Ability to provide the listed food items in the required quantities and quality within the scheduled distribution rounds.
Ability to replenish shortages within the shortest timeframe specified.
Commitment to selling goods at acceptable market prices and quality, in line with market assessments.
Commitment to displaying prices in both USD and Syrian Pounds (SYP) clearly on shelves, and selling to beneficiaries strictly at the displayed prices without any increase.
Commitment to selling items at the same price to beneficiaries and non-beneficiary customers.
The shop must have appropriate facilities: stable internet connection, reliable electricity, and smartphones/tablets.
Commitment to operating from Sunday to Thursday.
Commitment to daily working hours of up to 10 hours maximum, from 8:30 AM to 6:30 PM, with the presence of the project team during the redemption process.
Commitment to providing sufficient staff (male and female) to ensure smooth beneficiary flow.
Commitment to providing special accommodations (ramp, spare seating) for beneficiaries with disabilities.
Commitment to treating program participants respectfully and providing any necessary assistance.
Attendance at all meetings and training sessions organized by IYD in person.
Use of the electronic voucher system to conduct sales transactions, or paper vouchers if the electronic system is not feasible.
Allowing IYD to monitor voucher-based sales transactions.
Allowing IYD, its partners, or any external monitoring entity to inspect goods to ensure they meet minimum market quality standards.
Payment to each vendor will be made after the completion of the redemption round in all markets and receipt of required documents, within a maximum of 6 weeks.
Suppliers must accept payment terms and be prepared to receive payments in Syrian Pounds based on the exchange rate on the day of payment or in USD.
IYD will visit and technically assess suppliers who meet the above criteria and select the most suitable shops for the project and beneficiaries.
The selected supplier must provide official legal invoices matching those generated by the electronic redemption system. The invoice must include the following information (mandatory for contracting):

Food shops (wholesalers – retailers) must attach the following documents to the application:
- A copy of the identity of the store owner.
- The stamp must be under the shop name or the shop owner’s name. If the shop owner has a partner, the stamp must be under the shop name. and he must provide all the identification for his partner.
- A document proving the lease contract of the store or an ownership document.
- A copy of certificate for practicing the profession. if any
- A document proving the existence of a PTT account (if the shop owner did not provide an account, he must provide a pledge and has ten calendar days to provide the account otherwise, IYD will not sign a contract with him).
- A copy of any previous work contracts with humanitarian organizations or United Nations organizations. If any.
Retailers who are interested and able to meet the above requirements should submit all required documents and fill out the application form
by visiting the IYD office starting from Thursday 11-02-2026
IYD office in Idleb –Syria: the northern neighbourhood – Maarat Misrin road Building number: M-07/00802, M-07/00801. (Monday to Friday from 10:00 to 16:00).
Deadline for applications: Wednesday 25-02-2026, at 16:00 pm, Syria time.
The application is free of cost. Submission of the application is NOT a guarantee of contract.
